Traces of the heavy metals 'that cannot be avoided with good manufacturing practices' would be permitted up to a threshold of 5% of the recognized daily maximum safe intake. Limits for aluminum, arsenic, copper, nickel and tin were also been agreed.

Cases of toxic or dangerous toys being placed on the market, such as those sold by toy company Mattel in 2007, 'have shown the need for tighter safety rules,' the European parliament says. The legislation agreed by the parliament is primarily aimed at protecting the region from chemicals in Chinese toys: About 80% of toys in the EU are imported from China."
